Application & eligibility information for projects on Non-City Owned Property:
Applicants must be community-based, not-for-profit groups or organizations with documented tax-exempt status pursuant to Section 501(c)3 of the Internal Revenue Service Code. Such organizations must also have an operating contract with a City agency. Please refer to the guidelines for full explanation.
Project Eligibility:
- Purchases of equipment must have a minimum City contribution of $250,000.
- Construction projects must have a minimum City contribution of $500,000.
- To be considered for capital funding, the proposal must meet the following basic standards set forth in the New York City Comptroller’s Directive 10:
- Projects must be tangible property or other assets with a multi-year life.
- Project cost must be $35,000 or greater.
- The expected useful life of the project must be a minimum of five (5) years.
- Please note, in addition, the New York City Charter and local Finance Law also govern capital projects funding.

- Applicants must be community-based, not-for-profit groups or organizations with documented tax-exempt status pursuant to Section 501(c)3 of the Internal Revenue Service Code, City Agency or NYC public school.
- Requests from public schools must be signed by the school’s principal and contain a cost estimate from the School Construction Authority or Division of School Facilities.
