The Office’s planners monitor land use activities in each of Manhattan’s Community Districts and work with Community Boards to address local planning issues. The following is a list of urban planners assigned to each of Manhattan’s 12 Community Board Districts. These trained professional planners are available to communities to help shape and advance residents’ own visions for the future of their neighborhoods.

Lin Zeng, Deputy Director of Land Use, Planning and Development, Liaison to Community Boards 1, 2, 3, and 7.
Jennifer Gardner, Urban Planner, Liaison to Community Boards 6, 8, 11, and 12
Michael Sandler, Urban Planner, Liaison to Community Boards 4, 5, 9, and 10.
The Office also conducts a Land Use 101 presentation for new Community Board members to ensure that all Board members understand the basics of New York City’s land use process. In 2006, the Office also created a fellowship program to engage graduate students from local planning schools in community-based planning activities.
